Why an FTP account ? because that is how you will transfer the recordings from your windows straight to the server, using a bash script set to be executed by your recording software. This bash script will trigger a PHP file (install PHP for windows and add php.exe to your environment variables), which will contain the client FTP connection + shipping of your video + trigger of a server side execution to add you video in database and do whatever you need from there.
So first step is to create the file "trigger.bat" and put in it this content:

Where %1 is the camsite name given by the software ("chaturbate" or "stripchat" or etc...), and %2 is the path of the video, both parameters being passed on to the PHP script here called upload.php, and has in its content something like:

Of course the above script is a simple example and you'll have to add your own FTP credentials, to put the right PATH here and there and ideally writting verifications to catch potential bugs etc... But that is the idea.
This is all running on your windows machine, but you'll have to code the server side event "server_side_execution" which expects the camsite and the video filename in its URL, so you can write some more PHP to handle video file freshly uploaded, add it in database, run a few FFMPEG commands etc... publish it on your website, have an admin panel to review new videos, add keywords for your SEO etc... etc...
Now we understand that the programing side of it can be a pain in this ass if you know nothing about it. But hopefully you may know somebody who knows a little bit of programing ? Because that's all it takes to be honest, a junior can get this done.
In an other hand, if you really have nobody around to help you with the programing, then you are screwed and you better start looking for something else to do, except if you've got money of course.
